Historically art was used

Historically art was used to reinforce religious and cultural norms of a group. For a long time artists worked for royalty and the religious groups to give people a sense of with reverence and wonder so they would see these real people more like gods, so that no one would dare question their authority. Then when other people start getting money and power they used great art to show off and they kind of kept them as a kind of pet to amuse them and their friends like royalty had been doing. Artists only started working for themselves without being apart of a art house (they might use an artists name like Rembrandt but would have many working on the art), Guild or a powerful Patron in the 1800's. All peoples have made some kind of art but the idea that a "artist" could make and show whatever they like is a really new one.
